Lulakdan, from where the Border Guards were abducted is in Sistan-Baluchistan, a mainly Sunni province that has long been tormented by unrest from both separatist Baluchi separatists and jihadists based in Pakistan. Tehran has regularly accused the Baluchi separatists of attacking Iranian security posts.
